4CE Engineering Group Names Kyle Harper as Florida Surface Transportation Director

Harper Will Lead Project Delivery and Team Performance Across 4CE’s Florida Transportation Practice

FOR IMMEDIATE RELEASE

Tampa, Fla.  (Oct. 19, 2026) – 4CE Engineering Group (4CE), a growing network of engineering and infrastructure firms dedicated to connecting engineers, contractors, manufacturers, and asset owners, announced today that Kyle Harper has joined the company as Florida Surface Transportation Director.

As the surface transportation director, Harper will oversee project delivery, team performance, and resource management. Reporting to Brent Wilkins, PE, DBIA, the chief operating officer for 4CE, Harper will also be responsible for aligning people, workload, and processes to deliver high-quality work on schedule and within budget.

“Kyle brings more than 24 years of experience planning, designing, and managing civil infrastructure projects. He’s also built and led high-performing design teams at some of the industry’s most respected firms,” said Wilkins. “That makes him the ideal fit to expand our presence in Florida. His leadership is exactly what our teams need there, and we look forward to what he’ll build with them.”

Harper’s previous experience includes serving as associate vice president – surface transportation leader for Michael Baker International. Before that, he was the transportation design manager – U.S. South for Exp, and has held numerous positions with Parsons Corporation and Parsons International. He began his career as a project manager for Butler, Fairman, and Seufurt. He holds a bachelor’s degree in civil engineering from Rose-Hulman Institute of Technology.

“Delivering transportation projects well comes down to having the right people in the right roles, with clear processes behind them,” said Harper. “Florida is investing heavily in its roads and bridges, and 4CE has brought together a strong group of firms here. I’m excited to help those teams work as one so we can take on larger, more complex projects and give our clients a consistent experience every time.”

Harper joins the company on the heels of 4CE partnerships with Florida-based ELEMENT Engineering Group in March and Tampa-based Mohsen Design Group in August. His appointment also follows Wilkins’ September appointment as chief operating officer and Heather Hillaert’s October appointment as chief human resources officer.
